| Position Summary: |
The post holder will provide nursing leadership and direction for all nursing and administrative staff across the service and act as a point of contact for advice and expertise on all matters relating to professional nursing issues.
The post holder will provide leadership which inspires, motivates and empowers staff within the service and is responsible for effectively managing the financial resources, ensuring the optimal deployment of the workforce to ensure high quality patient care is delivered and monitored. This will require the post holder to contribute to corporate initiatives and plans.
In collaboration with the Outpatient Services Manager, the post holder will be involved in the planning and implementation of developments relating to nursing and Outpatient services throughout the Hospital. This will require the post holder to promote professionalism among staff and play a full role, participating in, and in some cases leading, nursing initiatives requested by or on behalf of the Manager.

PRINCIPAL DUTIES:
Leadership:
•Provide guidance, support and coaching to the department Sisters to promote and enable effective change management and strength leadership skills
•Act as a role model for all staff in the designated clinical area, promoting and demonstrating the standards of care and behaviour expected, at all times exhibiting high standards of professional behaviour
•Promote and maintain an evidence based practice culture for nursing staff including the wide dissemination of evidence
•Provide effective nursing and managerial input into operational and strategic issues including the development and implementation of strategy and policy, which ensures that objectives are achieved within agreed timetables
•Provide effective line management to Sisters within the service and through them ensure that all nursing staff within the service are appropriately managed, ensuring that associated financial resources are controlled and utilized effectively, demonstrating value for money and high quality patient care
•Participate in the formulation and monitoring of annual workforce plans, ensuring integration with the business planning cycle, and the optimal deployment of the workforce
•Participate in annual review of all roles so that new and expanded responsibilities are developed where appropriate and skill-mix changes implemented as required
•Participate in the Rota for Senior Nurse duty rotas
•On behalf of the Outpatient Services Manager and CNO support, and in some cases lead nursing initiatives as requested
•Responsible for cascading information and new policies and guidelines to staff in the unit
•Responsible for consulting staff regarding unit/department proposals to ensure that they are well informed and their views are made known to the relevant people
•Represent division/unit/nursing at forums and meetings as requested by the Outpatient Services Manager and CNO
•Lead in reviewing practice within the departments
•Supervise duty rotas or alter planned rotas to ensure maximum service delivery, standards of patient care and human and resource management
•Provide line management responsibility and leadership to department Sisters, ensuring that appropriate standards of nursing care are set and monitored in accordance with local national requirements
•Support Manager and Sisters in developing strategies for the effective management of departmental budgets
•Assist the Manager and CNO and other relevant personnel in the development and implementation of a nursing strategy that complements the Hospital’s vision for nursing
Budget/Resource Management:
•To assist Sisters in reviewing and ensuring that staff establishments and skill mix are appropriate to meet clinical demands
•Co-ordinate the contributions of the Sisters and the team to service and budget development plans
•Participate with the Manager in the formulation and monitoring of annual workforce plans, ensuring integration with the business planning cycle, and the optimal deployment of the nursing workforce
•Take a pro-active lead on the work of bank and agency staff to ensure that departments can flex their budgets to reduce endue reliance on bank/agency staff. Ensure that the staffing pay budget remains in balance
•Manage HR issues at a local level i.e. performance management and sickness absence with the support of the manager where needed
•Support the development of junior staff, ensuring appropriate succession planning agreements are in place
•Be aware of hospital financial position and target objectives and ensure that departments is as effective as possible in meeting these objectives
•Participate with the Manager in skill mix reviews and staffing establishment, ensuring staff resources are optimized for the delivery of high quality service to patients and carers at all times
•Contribute to the business planning process, supporting the Manager in assessing nursing capability, developing nursing operational policies and service specifications inline with the requirements of service commissioners
•To work closely with the Outpatient Services Manager, to ensure smooth day to day operation of departments and achievement of service targets, including daily clinic and bed management
Patient Focus/User Experience:
•To be a visible, accessible and assertive figure to whom staff and users can turn to for assistance, advice and support
•Be pro-active in seeking out the views of users in order to appreciate and acknowledge satisfaction and to address concerns in a timely manner
•Assist the Manager and COO/CNO to implement and evaluate user involvement and feedback mechanisms
•Take lead responsibility for continuous review of local hotel services and other support services within areas of responsibility
•Co-ordinate the involvement of Sisters in the development of service specifications for domestic, portering and catering services
•Liaise with the hotel and other support services on behalf of Sisters when services fall below standard and requests for improvement are unsuccessful
•Creation of a culture based on staff involvement where staff feel valued, supported, developed and able to take responsibility
•In partnership with other senior managerial colleagues ensure that complaints are promptly investigated and resolved, lessons learnt and fed back to staff, and remedial action implemented
Education, Training and Professional Development:
•Ensure that appropriate objectives and personal development plans are developed for all line reports. Accept responsibility for ensuring there is an appraisal system for all staff within the department and monitor adherence to the system
•Ensure that appropriate actions to performance manage staff are taken when necessary (including human resources and attendance management) and ensure that Sisters manage the staff who are responsible to them effectively
•Support departmental Sisters and Clinical Nurse Specialists in preparing performance management reports, together with the corrective/developmental recommendations, as required, for presentation to the Manager for consideration and action
•Ensure all staff attend mandatory training at induction and then regularly thereafter as per policy
